I would say everytime a pereon lies they are doing the will of God because nothing that happens is outside Gods will. Gods will, will be done.

I've never read in the Bible where it says to never.lie about anything. It says Thou shalt not bear false witness against thy
neighbor . That does not mean to tell the truth if your wife asks "does this outfit make my butt look big" and you think it does. You'd hurt her feelings. Bearing false witness against your neighbor brings harm, so I believe that is the Lord's command.
