America has unveiled its latest economic pressure tactic against Iran — and this time, Iranian commercial aviation is the target.
US Treasury Secretary Scott Bessent says that from September 23, Iranian airlines will effectively be shut out of international aviation. But Washington cannot simply press a button and ground Iranian aircraft worldwide.
Instead, the mechanism is America's financial power.
Bessent warned that airports and foreign operators providing Iranian aircraft with landing facilities, fuel, ticketing or other services could risk exclusion from the US banking system and dollar clearing.
That creates a major test of American secondary sanctions.
For most airports and aviation companies, maintaining access to the dollar-based financial system is vastly more important than servicing the relatively small Iranian international aviation market. That means Washington's threat could prove extremely effective.
But the interesting question is what happens when somebody refuses.
Mahan Air remains one of Iran's notable international carriers. If Iranian aircraft continue operating to destinations such as China, will Washington actually impose penalties on the companies and facilities supporting those flights?
China could theoretically shield selected airports or companies from some American pressure, transforming an Iran sanctions dispute into another confrontation between the world's two largest economies. Whether Beijing believes keeping Iranian airlines flying is worth that confrontation is another question.
And beyond enforcement lies the bigger issue: does grounding Iranian airlines meaningfully change Tehran's strategic calculations?
Iran already faces extraordinary economic and military pressure. Restricting its remaining international flights would increase that pressure, but whether aviation sanctions can produce the political concessions Washington wants remains uncertain.
In this video, we examine Scott Bessent, Iranian airlines, Mahan Air, US sanctions, secondary sanctions, dollar clearing, Iran, China, US banking power, aviation sanctions, economic warfare and Operation Economic Outcast.
